I changed my DNS servers to OpenDNS: 208.67.222.222 and 208.67.220.220 and it helped keep a regular download speed.
Then again i'm on a slow 8Mb/s ADSL line sonot sure it would do much good to yours!
Beware! if you change your DNS settings after having started the d/l, it will restart from the beginning!

Just to clarify too, my computer is the only one connected to the LAN at the moment and no other downloads connections were active during this time, power options were set to always on (including the network card) so nothing should have interrupted/slowed the connection on Origin.
All in all though if you get the slow download issue just pause and immediately restart seems to work for me, it's not ideal as it means I can't just leave it to download on it's own but it gets the job done.
Update 20:30 - Now the download is at 98% and after pausing an resuming a couple of times it downloads between 20-60MB before just freezing, the speed sticks at a radom 200-800KB/sec but the data count and time just don't move, however i managed to bump it up to 99% Complete by keep pausing and resuming.
As i write this post it has froze again this time 20,271.10 MB / 20,385.82 MB with speed 750.00KB/sec and time 00:04:17 Remaining. Paused ans resumed again again the download has started to pick up.
Download has finally finished and the game has installed after a painful last 2%, so if your having this slow download issue try the pause resume method. and OMG now it's downloading the expansions, i'm now seriously considering downloading some macro software to create a mouse manipulating macro to just keep pausing and resuming these downloads!
Update 21:55 - Well unfortunatly the expansions picked up where the main game left off at 98-100% in that it downloads a few MB then freezes *sigh*.
So i went back to Google for an answer and eventually stumbled upon a potential fix for the issue! launch origin in R&D Mode. I'll not post how to do this as i'm not sure if it's entirely legit, but so far 10 minutes in and i haven't had to pause and resume once and although not ideal its downloading at a steady 800KB-1MB/sec, fingers crossed.
Update 22:12 - R&D Mode seems to be the solution to this issue (at least for me), first two expansions have finished downloading and i capped a 4.5MB/sec, hope you enjoyed reading about my pain and more importantly i hope this helps you *yes you* with your slow download speeds!
